ANALISIS HUKUM ISLAM TENTANG PERAN PEMERINTAHAN DAERAH KOTA MEDAN DALAM MELINDUNGI ANAK KORBAN KEKERASAN SEKSUAL”
Abstract
Sexual violence against children is a serious violation of human rights and religious moral values. The local government, as part of the state structure, has the responsibility to provide protection and recovery for child victims of violence. In Islamic law, child protection is associated with maqāṣid al-syarī‘ah, especially the protection of life and descendants. This study aims to analyze the role of the Medan City Government in protecting child victims of sexual violence through an Islamic law approach and positive law. This research method uses a normative juridical approach with qualitative analysis and is descriptive-analytical. It was found that the protection carried out by the Medan City Government is still reactive and not fully based on sharia values. A holistic approach is needed that combines state law and Islamic principles to ensure comprehensive child protection.
